Texas developers and investors are recalibrating, rather than retreating, as the state’s review of projects seeking grid interconnection continues to reshape the development landscape. While the audit has introduced additional scrutiny and uncertainty into project timelines, industry participants remain focused on how projects can successfully advance through the process and capitalize on long-term demand for digital infrastructure.
Bryan Clark told Bloomberg Law that the focus now is less about whether data center developers still want to build in Texas and more about “how quickly projects can move forward.” Clark also noted that projects with strong site control and clear power strategies are generally better positioned to navigate the review process.
For investors, the evolving regulatory environment is becoming another factor to evaluate as projects move forward. Jared Berg added that the uncertainty has become “a material consideration for developers and their financial partners,” with some assessing whether to maintain capital commitments or redeploy funds while approval timelines remain unclear.
