Frank Maisano, Bracewell senior principal, told The New York Times that Vice President Kamala Harris’ campaign will likely continue to walk a fine line on its climate change stance.

“They need to activate youth and climate activists,” Maisano said, noting that those voters who are energized around environmental policy could make the difference in some swing states. But, he noted that the issue “carries some risks in rust belt states with union and moderate voters.”

Harris, who has not offered any new policies for addressing climate change, mentioned it only once in her speech before the Democratic National Convention, wrapping it into her larger “freedom” campaign theme. Equating the climate change battle with freedom has been seen as a novel way her campaign is attempting to reclaim patriotism after decades of Republicans seeming to own the messaging around freedom.
