Holt Edwards helps clients navigate complex federal policy and regulatory issues across the energy, environment, infrastructure, and transportation sectors. He works closely with corporations, trade associations, and other stakeholders to make sense of legislative and regulatory processes. Holt also advises on key environmental statutes, such as the Clean Air Act and Clean Water Act, helping clients understand how evolving policies may impact their operations and how best to engage. He regularly works with Congress and federal agencies to position clients for success in a rapidly changing policy landscape.
Before joining Policy Resolution Group, Holt led congressional affairs on energy and environmental issues at the Association of American Railroads. Earlier in his career, he served as a policy advisor and legislative aide to two U.S. Senators, gaining firsthand experience in shaping and advancing legislative priorities. He also worked at the U.S. Environmental Protection Agency as a Senate advisor, where he helped manage the agency’s interactions with Congress on policy and oversight matters.
