Amid a broader push to accelerate AI and energy infrastructure, the Trump administration has proposed loosening Clean Air Act permitting rules to allow certain construction activities to begin before air permits are finalized. Supporters say the changes could reduce delays that have long slowed large projects, though critics warn they may weaken regulatory oversight and shift leverage toward developers.
“I think the intended result is also what will happen. Developers will be able to move more quickly, without additional delay,” Bracewell’s Jeff Holmstead told Heatmap. “It will almost certainly save some time for permitting and construction of new infrastructure.”
