Bracewell Policy Resolution Group Senior Principal Frank Maisano told The Hill that if talks fail to revive the larger Build Back Better measure, a centerpiece of President Joe Biden’s legislative agenda, provisions like tax credits could be tackled when lawmakers take up their annual government appropriations bills.

“Putting it in the budget in must-pass legislation…that’s the kind of way I think you can get it resolved,” Maisano said.

Sen. Joe Manchin (D-W.Va.) has said he is a “no” on the larger bill and has objected to its costs at a time of inflation.
