Annie Cook represents oil and gas pipeline, terminal and LNG clients across the United States on traditional and renewable energy, transportation and safety-related legal matters at the federal, state and local levels. With a particular acumen for technical issues which has garnered the respect of both clients and regulators alike, Annie regularly advises on pipeline safety regulatory compliance and enforcement defense matters before the Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA) and related federal and state agencies. These issues range from strategic project planning and permitting (including special permits or state waivers), construction, operations, maintenance, security, incident response, litigation support, and transactional support and due diligence. Annie has assisted clients in successfully challenging administrative agency actions at the administrative and federal appellate level and she is regularly involved with legislative and regulatory rulemaking advocacy. Along with her team, Annie has managed confidential investigations and compliance audits, and worked alongside government investigations colleagues to successfully resolve investigations, including those pursuing potential criminal liability, by other federal agencies such as Department of Transportation’s Office of Inspector General.
