An impending floor vote on the House of Representatives’ National Environmental Policy Act (NEPA) overhaul package could offer a barometer of whether lawmakers might be able to reach bipartisan agreements on broader environmental law reform. However, language in the proposed Standardizing Permitting and Expediting Economic Development (SPEED) Act to reform NEPA is facing headwinds from both conservative groups and Democrats.
Bracewell’s Frank Maisano told Inside EPA that pushback from both sides of the political aisle on provisions in the SPEED Act could signal that Congress is at a good starting point for comprehensive permitting and environmental law reforms.
