Bracewell represents a broad range of educational institutions across the country. In Texas alone, we represent clients with a combined student population larger than that represented by any other law firm in the state. These clients include school districts, junior colleges, and private schools, and we advise them on such matters as governance, fiduciary duties, open meetings/records, bidding and contracts, real estate and public finance. We work with boards of education, superintendents, trustees and senior administrators, advising them on a wide variety of operational, employment, election law, environmental compliance and policy concerns. We also provide legal guidance to in-house and general counsel at educational institutions.

College of the Mainland — serve as Board Counsel, solving legal problems for the decision makers of the institution through regular consultation and advice in board and committee meetings. Conduct annual ethics and governance training, publish legal guidance manuals and conduct seminars on the Open Meetings Act, Public Information Act, disabilities and other human resources legal issues, conflicts of interest, privacy rights and student discipline, and advise members of the board of trustees regarding the search for and drafting of employment contracts for presidents and other senior executives of the College.

Houston Community College — advise members of the Board and administration on procurement-related legal matters regarding the College’s Bond Capital Improvement Plan

Houston Community College — advise members of the Board and administration regarding a possible partnership between HCC and North Forest ISD after its closure by the Texas Education Agency

Houston Community College — advise members of the Board and administration regarding marketing agreements between HCC and Houston-area sports organizations, including the Houston Rockets, Houston Texans and Houston Dynamo

Houston Community College — assist administration in review and revision of policies for conversion to a new system managed by the Texas Association of School Boards(TASB)

Houston Community College — preparation of services agreement to govern the relationship between the institution and the Community College of Qatar

Texas Southern University — advise members of the Board of Regents in conducting an investigation of allegations of the misappropriation of public funds and other ethical violations by the university President

Wharton County Junior College — advise Board of Trustees on preparation of an Interlocal Agreement governing the shared use of facilities between governmental entities
